Plymouth City Council and local bus operators are working together to improve the reliability and punctuality of bus services throughout the city.
The new Bus Punctuality Improvement Partnership will bring together representatives from Plymouth Transport and Highways (the partnership between the Council and Amey) and Plymouth Citybus, First Devon and Cornwall, Target Travel and Western Greyhound. All of the partners have signed an agreement setting out shared targets for ensuring that bus services are reliable and on time. They will work together to promote sustainable travel and develop a high quality public transport network that is an attractive and viable alternative to the private car. Members will identify areas where timekeeping and reliability are causing concern, gather appropriate data and information, develop potential solutions and monitor progress.
Plymouth’s partnership will be the first in the country to include a representative from Passenger Focus, the Government body responsible for championing bus passengers. This will ensure that the passenger’s voice is represented in any decision making.

 

Examples of recent improvements delivered by working in partnership with bus operators are:

  • Improvements to the road layout on Charles Street
  • An additional bus lane on Exeter Street
  • Ongoing liaison and joint working on the East End Transport Scheme
  • Bus priority measures along Mutley Plain during last year’s major gas mains replacement works
  • The introduction of the road safety camera car, which continues to target vehicles blocking bus stops and impacting on services

Future improvements could include:
  • Tackling congestion hotspots and providing more bus priority measures where appropriate
  • Improvements to bus scheduling and ongoing investment in staff and maintenance facilities
  • Efforts to minimise the impact of roadworks on bus services
  • Further use of the road safety camera car to maintain the free flow of bus services

Councillor Kevin Wigens, the Council’s Cabinet Member for Transport, said: "This partnership is a really positive move for the city and a step further in enhancing the offer of the bus service for both existing and new users.”
Andrew Wickham, Managing Director of Plymouth Citybus, said: "We already work closely with the City Council and the BPIP cements this relationship with clear targets for punctuality improvement, which will make our services more reliable and attractive to passengers.”

Marc Reddy, Managing Director of First Devon and Cornwall, said: "We completely support the development of this bus punctuality improvement partnership. It will have a positive impact on the city, requiring bus operators such as ourselves as well as the Council to work together to address the issues that cause congestion and delay services. This is a real step forward for bus operations in Plymouth and the significance of this agreement should not be underestimated."

Mark Howarth, Managing Director of Western Greyhound, said: "This is positive news for our bus passengers, who have identified that reliability is most important to them. If the partnership can deliver improved reliability through various improvement measures, our passengers will be delighted!”

Joe Lynch, Passenger Focus executive, said: "Passengers have told us that their number one priority for improvement is bus punctuality, so we’re pleased to be involved in an initiative aimed at helping to achieve this.” Plymouth City Council 24 Feb 2011

I do hope that this is something more useful than just a talking shop and that we will see results. It seems that the main weapon the council are using is the new camera car which is proving deeply unpopular with taxi drivers especially.
If the council really wanted to help the buses run on time then they need to sort out the main areas where congestion is at its worst. Derriford Hospital, Manadon Roundabout, Drakes Circus, being just three areas which regularly hold everything up. A couple of camera cars and improved scheduling is not going to make a lot of difference to buses running on time when it takes a bus up to half an hour to get in and out of Derriford Hospital!

Well I am now back on line although once again I am on the older slower computer. My new Windows 7 machine worked for one evening and has now died again. I am off to Newquay for a one night break today so it will be a day or two before the next post. Consider it a half term break!

I must admit I got entirely the wrong message from the side of this bus when I first noticed it. "Work for less" I along with many others will be doing just that this year. Plymouth Citybus 067 WA03BHW 22 February 2011
It has been pointed out that this is just a typical corporate Go-Ahead livery. I have to disagree with that because each fleet is different even if there is a recognised style in some of the liveries. There is one Go-Ahead livery that has the same application but with a lot less style, and I dont think that they use this style anymore anyway?

Sorry for the short break in posting - I am having technical issues! 

I am currently reinstalling Windows 7 on my 'new pc' in the hope that I can make it work properly for a while. I do now have it working - just takes ages reinstalling everything. 

Hopefully later in the week all will be back to normal.

Citybus cutting their losses - and the 46/47

Rising operating costs and pressure on government funding for bus services has forced management at Plymouth Citybus to announce changes during April to some long term loss making services. This is frustrating for all at the bus operation that saw a 9% increase in passengers in 2010. Andrew Wickham, Managing Director at Plymouth Citybus, said that if they are to preserve the jobs of the 340 drivers and the long term future of the network, some routes changes must be made.


Plymouth Citybus 210 VU52UEEServices 45 and 20 - From the 3rd April, the service 45 which runs from Cattedown to the city centre and the section of service 20 between Mudge Way and Amados Drive in Plympton will be withdrawn. The main part of the 20, between Mudge Way, Woodford and the city centre, will continue with no changes.

 


Plymouth Citybus 107 K107SFJServices 46 and 47 - From the 24th April two more routes will be cut completely. These are the service 46 and the service 47 which currently provide an every 30 minute service circular route around the outer areas of Plymouth. The southern part of the 46/47 routes will be replaced by a new service 27. This will run from Deer Park – Mutley – City Centre – Stoke – Devonport – Torpoint Ferry Terminal, every half hour Monday – Saturday. The 47 Sunday service between Deer Park and City Centre will run unchanged but will be renumbered as part of the new 27 service.

Andrew Wickham said that even though around 5% of their passengers use the 45, 46 and 47 services, last year the routes ran at a loss of £250,000.
“We expect that most people who travel on the northern part of the 46 and 47 circle will use the extensive services that often run on the same route or are within walking distance. The new 27 service will provide a more reliable service for those who use the southern part of the 46 and 47 circle,” said Andrew Wickham.“There is no reason why our competitors cannot take up the challenge of running the routes, but we feel there is nothing we can do to make them viable, especially with the economic challenges we face. Most bus operators across the UK are being forced to plan cuts in service. Thankfully, Plymouth City Council’s decision to minimise the reduction in concessionary fares funding has reduced the threat to services, and had the council not done this, many more services would have been lost with no replacement. We are determined to maximise the resources we have in terms of personnel and our bus fleet and encourage continued passenger growth,” said Andrew Wickham. “We have no plans to make redundancies, although driver recruitment will now be put on hold.”


Plymouth Citybus 205 WA03BJFService 42 - From the 24th April existing bus service 42 will continue to operate every 30 minutes, but is to be withdrawn from Leatfield drive and will run via Southway between Tamerton Foliot, Derriford Hospital and the City Centre on the current Sunday service route. This will ensure that the link from Southway and the Hospital will be maintained. The timetable for the 42 will altered to improve reliability.


Plymouth Citybus 174 G640CHFServices 40, 40D, 41 and 41D - From the 24th April the changes made to the 42 service route to include the hospital will allow the company to simplify and enhance the services 40, 40D, 41 and 41D. The 40D and 41D services will be replaced by the 40 or 41 journeys, and will take a faster route direct between Southway and the City with a combined frequency of up to every 10 minutes for most of the day. Evening and Sundays services remain unchanged.


Services 46S and 47S - The School day only services 46S and 47S are to be withdrawn at the end of the summer term. The current School Service 46S that departs 3.45pm from Devonport High School for Girls to Derriford is to operate from September 2011 as the service 116.
I think its fair to say that its the cancellation of the 46 47 that has attracted the most comments and is going to become the most controversial change this time round. It is clear that Citybus have been struggling with this service as it has been changed frequently over the last year or so. It also seems to suffer a lot with time keeping issues at the moment. The trouble is this service provides a lot of useful links around the city which will now prove impossible without changing buses.

Go Ahead in the news

The new livery that will eventually replace the traditional red and white Plymouth Citybus vehicle fleet has been displayed for the first time at the Milehouse Depot. Andrew Wickham, Managing Director at Plymouth Citybus, was joined by Ray Stenning, from the leading London based transport design specialists Best Impressions, as the bus emerged from the paintshop.


With the new logo and graphics applied by the engineering team, the 2003 single deck Denis Dart was driven into the sunshine for final inspection.
“The new design looked exciting on paper but to see the clean, modern design on the bus in the brilliant sunshine had great impact on the eye,” said Andrew Wickham. “Ray and his team have not only created a good looking scheme, but have worked hard to introduce eye catching and informative displays inside to be read by passengers.” He confirmed current red and white paint scheme, introduced from 2003, will be continued to be seen on bus routes for some time.

“Because of the expense, the introduction of the new design will be a gradual process. The next buses to sport the new image will be 10 former London double deck buses that will replace our aging fleet of Dennis Dart buses, built with entrance steps, over 15 years ago. This will ensure that all of our 171 buses will have low floor, easy access for the convenience of wheelchair and baby buggy users and the infirm.”
To those who will fiercely condemn the changes, Andrew Wickham said that other large transport groups would replace buses with just their standard corporate livery.

Revenue at Go Ahead is up six per cent to £1,132.2million and profits are up 8.9 per cent on the same period last year. X38 split and halved?

The last few days has seen quite a few notices of impending service changes across Devon on VOSA. On the 6th February Stagecoach posted a lot of changes across their network with the X38 service appearing:

As you can see the service has been split into two at Buckfastleigh. This is due to the European driving hours legislation which has seen quite a few long distance services split this way.
If I read this correctly it does appear that there are to be only 8 journeys each way which seems a lot less than the current timetable. Sundays seem the same three runs each direction.

Catch up on January and a new livery for Citybus

As my shoulder injury seems to be settling down a bit now I can hopefully get back to more regular posting again.
Taking my cue from the excellent Public Transport Experience blog I thought it would be good to look back over the last month or so of posts where additional information has come to light, often as a result of comments left by visitors. All to often such comments can get lost and not get noticed...


By pure coincidence the first posting of the new year featured a prediction that according to the very latest comment left on the blog has just been realised:
New look for Plymouth Citybus. I am pretty sure this will happen in 2011!

Well it seems that Dart 67 has just been repainted into the new livery so should be out and about pretty soon, if not already. Not seen it yet but I hears its well worth waiting for! Thanks to Rob for the tip!

None of the other predictions for 2011 have come about yet, but the "strong rumours of more low floor double deckers coming to see off the remaining Volvo Citybus fleet" is more than just a rumour - Volvos from London will be coming down from Go Ahead London fairly soon. These are older than the current 51 02 reg East Lancs buses but they will be low floor and see off the older Citybus double deckers. I will miss them but lets be honest some of them really do smell upstairs of damp so I am sure passengers will welcome their replacements however old they are!

The 6th Jan post on the outdoor photographic exhibition bright a wry comment from 'Nick:
"Does anyone else see the irony of having a photographic exhibition outside of Drake Circus, a place where even thinking about taking a camera out of your bag will result in the hired muscle swooping upon you in seconds.."
Are they still anti camera at the Circus? I heard a lot of people having issues when it first opened but I am sure I have seen plenty of photos in Flickr recently so some people must be getting away with it!


The 17th January posting on the changes due on the Ugobus 15 attracted a few comments. It was pointed out that the changes were just down to fixing the reliability of the service. At the time I mentioned just how unreliable the service had become with my own 8am bus often turning up at 8:15 or occasionally even later. The ironic thing is that the service has improved dramatically since then (in the morning at least) with buses running to time again, just as they always used to. On Friday we had a real treat with K803ORL - a massive improvement on the standard Volvo B6BLEs we usually get with their nasty seats and inability to climb hills. I am actually off on the first week of the new timetable so will be able to see how things are running before making my mind up on either the 7:50 or the 8:15 in place of my 8:00 bus. Its just a shame that the whole Ugobus concept has been weakened with the impossible to remember timetable.

LR02LYU February started off with a surprise photo in my inbox of First's revival of the Mayflower Link. It is now out and about in service.

Jeff Day has got a few photos of the bus on the X81. Not sure if anyone has actually seen it on the 93 yet though!

Citybus really do seem to be having problems with the 46/47 routes as these have changed more than any other routes over the past year or so.
I am a bit puzzled about the 45 as the service is down on VOSA as between City Centre and Devonport but it was this section of the route which was cut back in July last year so this may be a tidying up on VOSA or it is the Cattedown section of the route which is now going.
The current service 20 was set up from 6th June last year as part of the recasting of the Plympton network which seemed very unpopular at the time. The last change being the loss of early morning and evening runs on Sundays.

Tavistock Bus Station

A major work programme will start this month to improve access to Tavistock bus station.
The improvements are being carried out jointly by Devon County Council and West Devon Borough Council.
The bus station will be completely resurfaced, there will be better access for buses and pedestrian areas will be improved.
The work, which will begin on 14 February, is due to be completed by Easter.
During the work programme, the bus station's pedestrian areas will remain open, but buses will pick up and drop off passengers in the bays outside the Bedford Hotel and on the opposite side of the road by the church in Plymouth Road.
West Devon borough councillor Robert Sampson said: "Although there will be some disruption in the interim, once works are complete the area will be significantly improved."

I am sure it wasnt that long ago that this small bus station was rebuilt. I recall the fuss when Western National refused to use the new station due to its layout. It was all sorted out in the end but it wasnt that long ago was it?
Clearly the people of Tavistock love their bus station a lot more than the people of Plymouth love theirs!

The bus left Plymouth and was used in service in this blue advert livery for Dial-a-Cab. x Plymouth Citybus 126 L126YOD (WDN)
Sadly one Dart isnt going to gets its five minutes of fame this year as the planned transfer of a Citybus Dart to Southern Vectis is not now going ahead. A larger bus from elsewhere in the group is now up for that little number.

Thank you for the feedback we have made some changes to the form to make it quicker and easier to fill out, including the removal of almost all the must complete fields. We would very much welcome further feedback on this new service....


Its good to see Citybus responding quickly to feedback on their new personal planner service. If you go the planner page you now see the same form but with a lot less red asterisks denoting fields you have to complete. Now you only need to enter name, postcode and email address as a minimum.
I did try the service and received back a friendly email giving me the details I asked for. Nice and prompt on Monday morning.
It is a basic service but its a useful one and the personal touch will be a welcome feature for many passengers who don't like wading through timetables. I have more to say on this but time has run out for now...

    CITYBUS 3 FEB: Due to a suspicious package outside of St Levan's Gate the Police have closed the road to all traffic. Buses cannot operate along Saltash Road and Keyham Road Service 26 will divert via Milehouse and Stoke in both directions until the road re-opens. We apologise for any inconvenience this may cause
    FIRST PLYMOUTH Fri 4 Feb: major accident at Sugar Mill (near The Range) causing big queues as far back as the Embankment - Police have closed Laira Bridge. Therefore there are delays to the 2, 6, 48 & 93 heading in and out of City towards Plymstock & delays to PR2, 12, X80 and 180 heading towards Plympton due to the queues on Embankment Rd. We apologise for any inconvenience caused due to circumstances beyond our control.
    CITYBUS 4 FEB Service 5 and 5A to Plymstock is restarting, but heavy delays are expected for several hours. Laira Bridge has been reopened by the police.

A quiet month

Just running through my monthly catch up on VOSA and it has to be said that January has been the quietest month ever since I started monitoring the service. There has only been one variation registered in Plymouth:

Variation Accepted by SN: Operating between Southway and Belliver given service number 57 effective from 31-Jan-2011. To amend Timetable.
I have now added the current timetable to my Plymothian Transit Extra page for the 57 :

There have been two variations registered for this service. One back in November was from 10th January 2011 and then this one from the 31st. I am not sure if there was a separate timetable between the 10th and the 30th though.
I believe the change has been the extension of the service into Glenholt to replace in part the withdrawn Northern Connect Taxibus service.

I watched the last flight to London from Plymouth leave this afternoon, and took some pics for posterity. They were taken with a compact through the very dirty terminal windows, as I didn't quite feel like waving around a large DSLR in an airport. They are thus not of stellar quality, but I have cleaned them up a bit in Photoshop for you.
I was amazed to be the only person there at all, as I was half expecting Spotlight and/or the Herald to be in attendance. I found it a bit sad to be standing in a deserted airport, watching a flight that had existed since 1972 departing for the final time and also leaving the whole airport's future in doubt..

A sad end to a long standing service. How much longer will we have an airport at all? Its certainly prime development land in a very busy location.

You just never know what First is going to do next but this is a real surprise. Trident 33176 seen here yesterday at The Ride in a full repaint into Mayflower Link livery for the 93. Thanks to John Kowlaski for the photo which was snapped on a camera phone.

The original version is seen on 32802 back in July 2007. The biggest change seems to be the blue swish or wave with the Mayflower logo in white. I look forward to seeing a few more of these out and about soon. Well done First for bringing the branding back.
