I am slowly updating my fleet lists for First Group ( still a few months behind) and there have been a few former local buses popping up elsewhere within the First empire.

OK so this is a bit of a cheat in that it was never a proper Plymouth bus, but it did pop by on a few occasions!

T minus 95 and counting

Rumour

It started as a rumour and a few comments left on the site like this one back on the 13th July:

“Told by Target driver they have lost all tendered services in Plymouth..7d, 13, 18,19, 31, 38, 52 and 223 all going to Stagecoach from November. Not sure re current Citybus 14 or new service to Sherford..have these gone to SC too?”

I was getting too many similar comments for it to be discounted as rumour.

Confirmation

Then we get this from Plymouth City Council:

Sherford will soon be getting its first bus service following a review of the city’s subsidised network. Launching in September, the 2A will be operated by Stagecoach South West and link the new community in the east with Saltash in the west, via Plymstock Broadway, Pomphlett Roundabout, the city centre, railway station and Milehouse. It will run every 20 minutes during the day from Monday to Saturday and hourly in the evenings, on Sundays and on Bank Holidays.

Stagecoach South West will also take over nine of our 11 financially supported services (7D, 13, 14, 18, 19, 31, 39, 52 and 223) from Monday 29 October, with customers seeing a number of improvements. Service 14 will be extended to Derriford (restoring an hourly service to residents of Powisland Drive, Dunraven Drive and Upland Drive from Monday to Saturday).

Service 52 which links Plympton, Leigham and Asda in Estover to Derriford Hospital, will be extended to serve Crownhill, Hartley Vale, Compton, Mannamead and the city centre, replacing the current service 39 and providing new cross-city links as a result.

We are also stepping in to fund replacement services for Holly Park and Ringmore Way (where the commercially-run services 50A and 51A are being withdrawn) and Mainstone (currently served by the 28A). The replacement services will continue to be operated by Plymouth Citybus.

Councillor Mark Coker, Cabinet Member for Strategic Planning and Infrastructure, said: “Most of the city’s bus services are run commercially but there are some that we financially support to ensure residents can get from A to B and access the local services they need. “With ever-growing pressures on our budgets it’s really important to target this funding where it is most needed. Before tendering these contracts we carried out a full review of current demand and travel patterns to ensure our new network meets passengers’ needs while delivering value for money. “Where many councils across the country have been reducing or withdrawing their bus subsidies we are really pleased to have managed to retain our full network, with only minor changes, as well as replace services being withdrawn by commercial operators and introduce a new service into Sherford.”

Well that confirmed the news that Stagecoach are indeed taking on the tenders from Target Travel.

Target Travel YX09FLV

Target Travel have been a part of the Plymouth bus scene for many years now being there to pick up the services which the bigger operators didn't want. The fleet has been upgraded and looks a lot better than it used to, and services have seemed reliable. It seems that drivers have been offered the chance to transfer across to Stagecoach so hopefully none of them will loose their jobs which is a good thing although I know some of them like driving to Target precisely because they are not First, Stagecoach or GoAhead.

So now seems a good time to catch up on any Target Travel photos as I cant see many of the buses going to Stagecoach, or if they do, not lasting very long with SC.

Service changes coming up for the next week (Monday 16th to Sunday 22nd July). The main feature this week are quite a few changes to the South Devon services by Stagecoach:

  • Revised timetable and new 88A variation for the 88

  • Starting 22 July we are introducing new timetables on our 13 and 88 bus routes. They take into account new housing developments in the area and changing travel patterns, alongside customer feedback following a public consultation earlier in the year.
  • Route 13 will extend to Kingsteignton to provide additional capacity during busy times and create new, direct links to The Willows, Torbay Hospital, South Devon College and Brixham. Journeys from Newton Abbot towards Aller will serve Torquay Road and East Street instead of the train station.
  • There will be changes to the route between Brixham, Paignton and Torbay Hospital to restore many of the links previously provided by Local Link route 67. Buses between Brixham and South Devon College will run on their existing route. After this, they will then use Waterleat Avenue, Colley End Road, Paignton Bus Station and Marldon Road. Customers for Foxhole can connect onto the ‘Fox’ at Colley End Road and Marldon Road.
  • Brixham departure times will coordinate with our 18A service. To make the connection as easy as possible, the bus stop is moving from Bolton Street to Bank Lane so buses stop right next to each other.
  • Buses will run hourly throughout the day instead of every 2 hours and the current variations for particular school and college flows will remain in place.

  • Our new Quayside service will be starting on Friday 6 July and will run on Friday and Saturday evenings and all day Sunday. Details of the new service were confirmed last week by Exeter City Council who, along with the Environment Agency, Devon County Council and the Exeter Quay and Canal Trust, is funding the 6 month trial.
  • The Quay service will form part of the H route and all partners involved hope the improved connections between the city centre and the Quayside will be of benefit to visitors, residents and employees of local businesses.
  • Journeys from the city centre will start from 1821 on Friday and 1830 on Saturday with the last service back from the Quay departing at 2315 on both days. On Sundays, the first journey from the city centre will be at 0823 with the last service leaving at 2245. Buses will also call at St David’s Station in both directions.  The timetable for the G bus route (Hamlin Gardens – City Centre – the Quay) will remain unchanged.

Bucking the Trend

There was an interesting article in The Guardian on Tuesday looking at the state of UK Bus services.

Councils trying to save cash are cutting local bus routes – and badly affecting access to hospital, college and a social life

A report last week by the Campaign for Better Transport (CBT) found that local authority funding for bus routes in England and Wales has been cut by 45% since 2010 and more than 3,000 routes reduced or scrapped. This prompted the Labour leader, Jeremy Corbyn, to raise the bus issue in parliament during last week’s prime minister’s questions, where he promised to “save” the bus industry and give all those aged under 26 free bus travel.

Many bus services are run commercially, mainly financed by passenger fares. Councils may then choose to subsidise those routes that are economically unviable but deemed important to maintain. Yet cash-strapped councils are being forced to reduce or scrap these subsidised bus services.

Part of the reason councils cannot afford to keep subsidising local buses is the cost of financing the free bus pass scheme. It’s mandatory to finance the concessionary travel scheme in England, which provides pensioners and disabled people with free off-peak travel on all local bus services. But the LGA estimates that there is at least a £200m shortfall for funding free bus passes, because the government does not reimburse the true cost of providing it.

David Brown, chief executive of one of the biggest bus operators, Go-Ahead Group, which runs just under 700 routes – around 10% of which are subsidised – agrees. He says cutting local buses is shortsighted. “These cuts will overwhelmingly hit jobseekers, people on low incomes and those who cannot afford a car,” he says. “Buses are the poor relation of public transport. There’s no five-year plan for buses [like there is for air, roads, rail, cycling and even walking], yet one bus can take 75 cars off the roads.”

“Politicians are fixated on their legacy. They like to open shiny new infrastructure. But rail is regressive in terms of expenditure. You can achieve much more much more quickly by investing in buses.” Brown says that where possible, Go Ahead will work with local authorities to keep subsidised routes open and weave them into one of his commercial routes. “If you are trying to go from A to B on one of councils’ subsidised routes and that route disappears, you aren’t then going to go from B to C on one of my routes.”

Not all local authorities are slashing bus routes. North East Lincolnshire, Durham, Nottingham, Cornwall and Devon have all increased their funding for buses. Richard Stevens, managing director of Plymouth Citybus, says that Cornwall, Devon and Plymouth councils all have the political will to maintain bus routes. “They recognise the importance of buses for social inclusion, economic growth and future prosperity,” he says.

Kernow Staff Shortages

Just like Plymouth Citybus First Kernow have also been cancelling quite a few journeys recently due to staff shortages. This from the 7th July:

Due to driver shortage the 11:21 95 service from Wadebridge to Bude and 13:09 returning trip will not run, again apologies for these missing services.

The lost services due to staffing issues do not seem to be a frequent as with Citybus at the moment however due to the nature of services in Cornwall  these missed runs are lot more inconvenient than the lost services in Plymouth. The next 95 from Wadebridge to Bude was two hours later!

Staff Shortages at Citybus

 

This has been going on for some time now:

A number of Plymouth Citybus services have been cancelled, according to the firm's Twitter feed. More than a dozen services have been hit on routes from the city centre to Plympton, Kings Tamerton, Barne Barton and Whitleigh have been affected along with a number of other routes. In April Plymouth Citybus announced a slew of cancellations, stating that all had been affected because there were not enough bus drivers to run them.

A spokesman for Plymouth Citybus said they were sorry for the changes to their schedule, but it was caused by a combination of driver sickness and roadworks around the Longbridge Road area.

They said: "We're doing everything we can to cover and keep services running wherever possible, and in most cases, there is only around a ten minute wait for the next bus. "We are trying to help our drivers combat genuine sickness but this does take time to sort out. One of the main problems is if one driver goes sick, that can affect a number of services as each shift runs for around 7-8 hours on average and will cover multiple services in one shift.

"If there is more than one driver off sick and there are roadworks at key locations, this can compound the problem. We are doing our very best to keep the cancellations to a minimum and are working hard to provide services to our customers, so please bear with us. We do appreciate our customers' patience." Mannamead Mayhem?

Another major traffic improvement scheme is about to start in Plymouth. Although in the long run this should improve traffic flow and help the buses, it will mean more delays while the work is underway…

The Mannamead Road Junction Improvement Scheme is set to get underway.

Modern and efficient signals will be installed at a number of junctions along the route with the aim of reducing traffic delays between Torr Lane and Mutley Plain, reducing journey times for motorists and improving service reliability for buses.

As well as replacing worn out and outdated traffic signals, the scheme will also address road safety with upgrades to pedestrian crossings and by providing better facilities for cyclists.

Work is due to begin on Wednesday 18 July and is expected to last for around five months. Mannamead

Councillor Mark Coker, Cabinet Member for Strategic Planning and Infrastructure said: “This is a key road for people who are travelling into both the city centre and the district centre at Mutley Plain from the north and the A38. It is crucial to keep traffic flowing and support greener travel as Plymouth continues to grow.

“These improvements will reduce queueing, particularly during the morning and evening rush hours and make it safer and easier for people to walk and cycle along this busy road.”

As part of the scheme, the layout of the junction of Torr Lane and Mannamead Road will be improved and new Toucan pedestrian and cycle crossings provided. A new off-road shared pedestrian and cycle lane between Torr Lane and the Manadon junction will also be provided.

Meanwhile, 13 on-street parking spaces, which are currently restricting traffic flow on the approach to Mutley Plain, will be removed.

Eight replacement spaces will be provided, split between College Avenue and Connaught Avenue, while Mutley Barracks car park will be free for the first hour during the day and also from 8pm every night.

The main construction work will take place between 7.30am and 6pm, Monday to Friday, and on the occasional Saturday morning between 7.30am and 1pm.

Work will start at the Torr Lane junction before moving onto the junctions further south. However it should be noted that works will be taking place along the length of Mannamead Road (and in particular between Torr Lane and Seymour Road) throughout the construction period.

Whilst every effort will be made to keep disruption to a minimum whilst work is taking place, temporary three-way lights will be required at various locations throughout the construction period to allow the existing signals to be replaced. Every effort will be made to have only one set of temporary lights in operation at a time and they will be manually operated during busy times of day to minimise disruption.

The southbound bus lane from Russell Avenue to Torr Lane will be closed from late September for around one month. The northbound bus lane from Whiteford Road to Hartley Road will be closed from late August for around three months. It is expected that all bus stops on Mannamead Road will remain open throughout the works. manna1

It will also be necessary to close the entrance and exit of Torr Lane, at its junction with Mannamead Road, between 9.30am and 3.30pm, for three days at the end of September. Suitable diversions will be in place during this closure.

Regular users of this route are advised to plan ahead and allow extra time for their journey.

The scheme is estimated to cost around £1.7 million, with over £1 million being provided by the Heart of the South West Local Enterprise Partnership.

It is part of a masterplan of highway improvements that will help unlock development and help deliver new jobs and homes in the north of the city, complementing other transport schemes along the Northern Corridor including the recently completed Outland Road Junction Improvement Scheme and Derriford Transport Scheme.
