First pulling out of Cornwall

We've today shared our proposal to withdraw all First Bus services in Cornwall from 14 February 2026.

Our Cornwall business has faced ongoing financial challenges for some time. These have intensified recently due to above inflation operating costs, lower passenger numbers and increased competition from other operators. Unfortunately, this has made the business unviable.

After an extensive review and the exhaustion of all viable alternatives, we are announcing our intention to close our entire operation in Cornwall, with the final day of service scheduled for Saturday, 14 February 2026.

This was an extremely difficult decision, which was made after all other options were exhausted. We understand this news will be deeply disappointing for our customers and colleagues, and we want to thank everyone who has travelled with us over the years.

What does this mean for you?

Until the proposed closure date on 14th February, we remain fully committed to maintaining normal service levels for our customers across our current network in Cornwall. We are also working with Cornwall Council and other local operators to ensure a smooth transition.

Frequently Asked Questions

We have announced proposals to withdraw all services in Cornwall on 14 February 2026.
We understand this news will raise questions for our customers and communities, and we want to be transparent about what’s happening and what this means for you.

Why has First Bus taken this decision?

  • Our Cornwall business has faced ongoing financial challenges for some time. These have intensified recently due to above inflation operating costs, lower passenger numbers and increased competition from other operators. Unfortunately, this has made the business unviable.

What will happen to my local route?

  • We hope that, given the presence of other bus operators in Cornwall, many customers will still have access to local services.
  • We’re working closely with Cornwall Council to make sure there’s a smooth transition wherever possible.

When will services end?

  • All First Bus services in Cornwall will continue to operate as normal until Saturday 14th February 2026. This will be the last day of operation.

What does this mean for customers?

  • We’re working closely with Cornwall Council and Transport for Cornwall to assess how services can continue in future.

What will happen to my season ticket?

How many depots will close?

  • We plan to withdraw from all five depots in Cornwall: Camborne, Falmouth, Penzance, Summercourt, and Truro.

Is there any chance this won’t happen?

  • We’ve explored every possible alternative, but unfortunately, we do not see any other viable option.
  • We’re deeply saddened to be proposing a full withdrawal from Cornwall, but after thorough review, no sustainable alternative remains.

What’s happening with open-top services?

  • Earlier this year, we replaced open-top buses with covered double-deckers. A fall in tourism, lower demand, and higher costs made open-top services commercially unviable.
  • These services will be withdrawn along with the rest of the Cornwall network on 14 February 2026.

Need more information?

We’ll continue to share updates as the process progresses. Please check back here for the latest information, or contact our customer service team

It has to be said that this isnt really a suprise to anyone. Clearly Go Cornwall be be looking to take on as much of the network as possible. It will be interesting to see if Stagecoach make any moves in that direction as well.

Having said all that, my thoughts are with the staff, who all face an uncertain future right now.

UPDATE

Go Cornwall Bus have made an announcement:

Go Cornwall Bus has announced plans to ensure continued bus connectivity across Cornwall, following confirmation that First South West will end all local bus operations in the county after 14 February 2026.

“We understand how concerning this news will be for residents who rely on these routes every day,” said Richard Stevens, Managing Director of Go Cornwall Bus. “Our message today is simple and clear: no community will be left unserved.”

From 15 February 2026, First South West will no longer operate the following routes in Cornwall: M6, T1, T2, U1, U2, U4, 1, 1A, 17, 17A, 24, 27, 29 and 87.

Richard continued: “We want people to know that any area currently served by these routes will continue to have access to bus services. While the network will not be replicated like-for-like, we will ensure alternative or amended services are in place. Our priority is to keep Cornwall connected.”

Go Cornwall Bus is already working closely with Cornwall Council to design a revised network that maintains strong accessibility for communities, major employment sites, education, health and key destinations across the county.

Go-Ahead, the parent company of Go Cornwall Bus, brings extensive experience delivering continuity when other operators withdraw. In Bournemouth and Poole, Morebus ensured seamless coverage following the collapse of Yellow Buses. In Southampton, Bluestar stepped in when First Bus withdrew from the city. Most recently,

Carousel Buses confirmed it would maintain coverage across High Wycombe when Arriva proposed closing its depots.

“This track record means our teams are well prepared to manage these transitions swiftly and responsibly,” Richard added. “Cornwall is our home, and we are committed to protecting the bus services that so many people rely on. The shape of the network may evolve, but the lifeline connections for our communities will remain.”

Further information on the future network will be provided once detailed planning is complete and discussions with Cornwall Council have concluded.

First no longer Open Minded in Cornwall?

As mentioned in a comment on this blog ( I was sceptical at first!) and confirmed by some on Facebook as having been announced internally within the company

Some sad news indeed emerging from First Kernow tonight, is that it has been announced internally that ALL open top vehicles have been withdrawn for next season, and that The Land's End Coaster and The Atlantic Coaster will be operated with closed top vehicles year round instead of just in the winter.

I must admit I am surprised as it seems they were popular. Having said that though the operation is looking very much unloved by the group these days so maybe we shouldn't be that surprised really. Presumably the routes themselves will continue to operate so would be less attractive to anyone else who might feel inclined to operate open tops in Cornwall instead. It would be sad that a county with the most amazing coastline will have no open top services for tourists.

For an idea of what will be missed this year there is an excellent series on You tube where Johhny Hoover tracks the South West Coast Path from Minehead to Poole using local buses. Its well worth a watch and it does highlight the stunning scenery that can be enjoyed on these routes.

MInehead to Hartland

Hartland – Watergate Bay

Watergate Bay – Penzance

The Land’s End Coaster

The Lizard to Truro

St Austell – Looe

Liskeard – Totnes

Paignton – Seaton

Seaton – Weymouth

Weymouth – Poole

Do we even see First staying in Cornwall for much longer?  Any attempt at localisation is now frowned upon by the group with many attractive local liveries being replaced by the admitted smart new corporate livery although I have yet to see any local buses repainted. ( I think there is one that came ready painted?). Any attempt at marketing appears to have been dropped with their own web site being a bland corporate affair where you are more likely to read about developments in Berkshire than anything more local.

First Group Sale–Kernow to Management?

There have been rumours for a while but this is the first time I have seen it in print…

EMBATTLED transport operator First-Group is poised to offload part of its bus business to its own managers amid mounting industry concern of a shakeup by politicians.
A string of management buyouts are said to be the front-runners vying for First's bus operations in Bristol, Dorset, Devon and Cornwall. A similar swoop by managers is also being pulled together in East Anglia.
First put its entire UK bus arm up for sale earlier this year, alongside North American coach arm Greyhound, following pressure from its biggest shareholders.
The largest of these, activist Coast Capital Management, launched a campaign over the summer to oust half of the board. While Coast failed to attract majority shareholder support, First's chairman and two other directors would later step down.
Some investors want the company to also exit UK rail and concentrate on more profitable operations in the US.
FirstGroup's plans to put its UK bus operations on the market were revealed after the earlier sale of part of its sprawling Manchester operation to rival Go-Ahead.
The bus industry remains fearful of tighter regulation across major cities. Andy Burnham, the Manchester mayor, has already announced plans to run bus services using a franchise model. Others considering similar plans include Liverpool, Sheffield, Cambridge and Peterborough.
As a result, one industry source said: "No one has much enthusiasm for buying bus companies."
A First spokesman said: "There are a number of potential outcomes for the separation of First Bus from the group and we are pursuing these options. Although we do not comment on market rumours or speculation, it would be incorrect at this stage to say any one outcome is more likely than another."

First South Western Rail Franchise Update

First are getting ready for the new South Western rail franchise…

FirstGroup and MTR announce that Andy Mellors has been appointed as Managing Director of the new South Western rail franchise, which launches on 20 August.

Andy Mellors has 25 years of experience in the industry. He has held a number of senior leadership roles since joining FirstGroup in 2002 and is currently Engineering Director and Deputy Managing Director at Great Western Railway, having previously held a similar role at First ScotRail. Most recently, he has been responsible for leading the transformation of the GWR rolling stock fleet both through the introduction of new electric trains in the Thames Valley, and the imminent entry into service of the Intercity Express Trains – the first major intercity fleet to be introduced on the UK rail network for many years. This experience will be vital given the exciting plans for a brand new fleet of 90 trains, consisting of 750 carriages on the franchise, plus a refurbishment of existing rolling stock. Andy is a Chartered Engineer and a Fellow of the Institution of Mechanical Engineers.

Commenting, Steve Montgomery, Managing Director First Rail said: “I am delighted to announce the appointment of Andy as Managing Director of the new South Western franchise. Andy has an exceptional track record of improving rail services for passengers. He will head up an experienced team that will introduce our exciting plans for better customer journeys, and keep people moving and communities prospering across the South Western network.”

Commenting, Jeremy Long, CEO – European Business, MTR said: "We're delighted that Andy has agreed to come on board. His track record speaks for itself and will help us deliver the excellent services passengers want to see."

Commenting, Andy Mellors said: “I look forward to leading the team at the new FirstGroup and MTR South Western franchise, and to build on the respected foundations established by the current South West Trains employees. We will offer the tangible benefits that customers and stakeholders have told us they want, on a key part of the country’s railway network which connects London to key towns and cities across the region. Passengers on our franchise can look forward to new and better trains, more seats and services, quicker journey times, enhanced stations and more flexible fare options.”

However its not all plain sailing so far…

First Group has been asked by the Competition and Markets Authority (CMA) to address concerns over reduced competition on services between London and Exeter following its successful bid for the new South Western franchise. The new franchise was awarded to First MTR South Western, a consortium of FirstGroup and Hong Kong's MTR, earlier this year. It will initially run for seven years from 20 August 2017 to 18 August 2024. A fleet of 90 new trains will be used on routes between London Waterloo, Reading, Bristol, Exeter, Weymouth, and Portsmouth.

First Group also currently operates the Great Western Railway (GWR) franchise, which runs the only other train service between London and Exeter. The CMA has investigated the award of the South Western franchise and has found no competition concerns on the majority of routes. However, it said first having control of both London to Exeter services could "reduce competition on the route, leading to higher fares or worse service for passengers".

Andrea Coscelli, acting chief executive and decision maker at the CMA, said: "This is a crucial rail route to the South West, used by around half a million passengers a year. It's therefore vital that passengers do not suffer as a result of reduced competition.

"The CMA believes that without its intervention, FirstGroup may be able to increase fares for passengers between London and Exeter, as it will be the only rail operator running all services on this route. We look forward to hearing from the companies involved about how they think they can overcome this."

A FirstGroup spokesperson said: "We have been discussing our plans for the new South Western franchise with the CMA for several months. Now that this update gives more clarity, we look forward to submitting our proposals on this issue which we envisage will satisfy their concerns."

The CMA has given First and MTR the opportunity to put forward proposals to address its concern.

The regulator previously raised concerns over the decision on the award of the Northern franchise to Arriva. These were addressed by the implementation of price caps for the affected lines.

11 July 2017: The CMA has decided, on the information currently available to it, that it is or may be the case that this merger may be expected to result in a substantial lessening of competition within a market or markets in the United Kingdom. This merger will be referred for a phase 2 investigation unless the parties offer acceptable undertakings to address these competition concerns. The full text of the decision will be available shortly.

South West Trains

An order for 90 new trains has been signed by the new operators of one of the country's busiest rail franchises. FirstGroup and MTR said the 750 new carriages, in five- and 10-car formations, on the South Western network will provide a 46% increase in peak capacity on suburban routes into London Waterloo. The £895 million fleet of Aventra trains will be manufactured by Bombardier Transportation in Derby, offering free Wi-Fi, at-seat charging points, information screens, air conditioning, wide gangways and wide doors

Capture

THE fleet of trains to be built by Bombardier for the new South Western franchise is being unveiled in Derby. The order for 750 Aventra vehicles is worth £895 million, and Bombardier said it is the largest single order yet for its new Aventra type, which is replacing the Electrostars as Bombardier’s aluminium-bodied commuter EMU

The latest order has an element of controversy, because the original proposal had been to use new Siemens-built Desiro City Class 707s for South Western, alongside its existing fleets of Desiros. The 707s are said to be more expensive than the Aventras, and FirstGroup and MTR’s decision to change the fleet policy has meant that 150 Class 707 vehicles, which are due in service this year and next, will have no obvious operator after 2019, when the initial lease ends.

The Aventra trains, which will be supplied in both five- and ten-car configurations, will operate on the Reading, Windsor and West London suburban routes.

Steve Montgomery, managing director of First Rail, said: “We have exciting plans for the South Western rail franchise and these new trains are an important step on the way to delivering an improved journey experience for our passengers.

The South Western Franchise transers to First Group / MTR from the 27th August 2017. The new franchise will run for 7 years from 20 August 2017 to 18 August 2024, with an extension of 11 railway periods callable DoT discretion.

First MTR South Western Trains Limited will oversee a £1.2 billion investment programme to improve services for passengers on all parts of the network from London to the South West. There will be 22,000 extra seats into London Waterloo each morning peak and 30,000 extra seats out of Waterloo each evening peak, and a fleet of 90 new trains will provide more space for passengers on Reading, Windsor and London routes.

Of course although this is good news for many passengers we are not seeing the new trains in this region (SWT run into Exeter). Later this week though we see some new trains that ARE heading our way
